Official Fee Schedule
Effective DateJanuary 1, 2024. Federal Grain Inspection Service (FGIS) must approve all fees for official services and official agencies will assess only those fees appearing on their current approved fee schedules.
Regular Hours. Lincoln, NE office - Monday through Friday from 7:00 am to 3:00 pm. All hourly rates assessed in half-hour increments. Lincoln Inspection Service (LIS) reserves the right to determine the number of inspection personnel to properly service the customer.
Regular Hourly Rate$30.00 per hour per person.
Overtime Hourly RateOne and one-half times regular hourly rate. Applies to Saturday and hours outside of the double time rate. Minimum of 4 hours per person is assessed for Saturday, Sunday, Holidays and hours outside regular hours if not directly preceding or following working hours.
Double time Hourly RateAll day Sundays and Holidays. From 10:00 pm to 6:00 am every day. Holidays include: New Year’s Day, President's Day, Good Friday, Memorial Day, Juneteenth, July 4th, Labor Day, Thanksgiving Day and Friday after, Christmas Day and after 11:00 am on Christmas Eve. If a Holiday falls on a Saturday, LIS will observe it on Friday. If a Holiday falls on a Sunday, LIS will observe it on Monday.
Call-Out Rate- Minimum Hourly Call-out Rates: Minimum 2 hour per person at applicable hourly rate will apply.
Cancellation Charges
If a start time is established and an elevator reschedules/cancels prior to the start time, a 4-hour per person per day reschedule/cancellation charge will be assessed at the appropriate hourly rate.
On-Call Time
On-call time is when an applicant wants personnel available after regular hours, but not on site. Personnel are off site waiting to report for duty. The elevator will establish a starting time. Elevator personnel will contact agency personnel before the starting time to report on the loading status. If the elevator is not ready, an on-call charge of 2 hours per personnel.
MileageThe IRS standard mileage rate will be assessed per mile actual
miles traveled. Any change to the mileage rate is effective
when the IRS changes their standard mileage rate. Mileage
and travel time will be prorated when it is possible.
Official Inspection ServicesSampling, mileage, and delivery charges are in addition to unit fees listed. Standby and travel hours will be assessed at applicable hourly rates. All requests for service will be honored as soon as possible on a first call-first service basis. All requests for service should be ordered by 2:00 pm the preceding day or the preceding Friday for the weekend to ensure adequate staffing. There will be a four (4) hour charge for requests received after 4 pm at the applicable rate. Lab requests must be received by 10AM Mon-Fri to guarantee same-day service.
ON-SITE Sampling and/ or Inspection
On-site inspection and grading services are available at locations with fully furnished and equipped labs that include adequate dust ventilation. (See USDA FGIS directive 9160.5). Lincoln Inspection Service reserves the right to determine the number and type of inspection personnel needed to properly serve its customers. However, service requests are subject to the availability of official staff and will be honored on a first-call-first-served basis. Samples will be collected by a sampler if inspection staff are not available to grade as requested, and the samples will be transferred back to the LIS office for grading. Meal per diem of $15.00 per person per meal for eight hours. If overnight stay applies, actual lodging expenses will be charged.
*SHUTTLE EXTENDED LOAD TIME FEE: A fee for extended loading time (a guarantee to load 6 railcars per hour on average per total loading time). In the event fewer than 6 cars are loaded per hour, the Extended Load Time Fee will be assessed per unit and billed at the current, appropriate Official Lot Sampling and Inspection rate.
*SINGLES EXTENDED LOAD TIME FEE: A fee for extended loading time (a guarantee to load 4 railcars per hour on average per total loading time). In the event fewer than 4 cars are loaded per hour, the Extended Load Time Fee will be assessed per unit and billed at the current, appropriate Official Lot Sampling and Inspection rate.
Official Commercial Inspections
Official Commercial Inspections are offered and will be negotiated on a case-by-case basis from our officially approved fee schedule.
Administration Fees
Administrative fees for changing original certificates after completion, paperwork, research, additional invoicing will be charged in half hour increments at appropriate hourly rate.
FGIS Administrative Tonnage Fees
In addition to all other applicable fees, FGIS administrative tonnage fees for export grain shipments inspected and/or weighed, excluding land carrier shipments to Canada and Mexico, will be assessed at the current per metric ton rate identified in FGIS Directive 9180.74 Service Fees and Billing Codes, Attachment 1. Invoices will identify assessed administrative tonnage fees as separate line items per applicable carrier/unit type.
FGIS Supervision Fees
In addition to all other applicable fees, FGIS supervision fees for domestic U.S. grain shipments inspected and/or weighed, including land carrier shipments to Canada and Mexico, will be assessed at the current per metric ton rate identified in FGIS Directive 9180.74 Service Fees and Billing Codes, Attachment 2. Invoices will identify assessed supervision fees as separate line items per applicable carrier/unit type.

Weather Policy
Lincoln Inspection Service will adhere to the following inclement weather policy: If any of the following conditions occur, sampling, stowage examination, or on-site inspection may be delayed or dismissed: In addition to high winds, rain that creates dangerous conditions for employees and/or the grain being sampled, lightning, snow, and/or ice, any other weather-related and/or facility-specific conditions that could threaten the safety of our employees providing sampling, storage, and inspection services. When onsite services are requested after sunset, adequate lighting must be provided.
Personal Safety Policy
Customers who request stowage or sampling service from the top of railcars are responsible for making the grain or stowage area accessible. Employees of grain inspection do not open and close doors or lids. Furthermore, two employees must be present during stowage or sampling service, one employee of ours and one employee of the elevator. A member of the elevator staff must be capable of rendering aid if necessary.
Customer Conduct Policy Lincoln Inspection Service promotes a safe and equitable working environment. Therefore, LIS reserves the right to refuse on-site inspection/sampling services if elevator staff behave in a violent, threatening, harassing, intimidating, disruptive, unprofessional, discriminatory, or retaliatory manner.
